Christine previously served as the Assistant Director of Operations Support - Policy at Opportunity Home San Antonio, formerly known as San Antonio Housing Authority, and became an expert in federal affordable housing programs. She began as a Policy Analyst on the Policy & Training Team and ascended through the agency to oversee all employees on that team and the Customer Service Team, which receives and responds to inquiries on behalf of the entire agency.
Christine supported staff and families participating in the agency's affordable housing programs by analyzing, interpreting, developing, documenting, and implementing program administration policies; creating and managing documents and resources; developing and documenting procedures in SOPs; creating training presentations and guides, and personally training staff; coordinating and writing contracts with partnering agencies; providing an excellent standard of internal and external service, and more. Christine continuously promoted communication across teams and departments to improve processes and the client experience, championed effective change management, and produced high-quality work products through a lens of equity, efficiency, and compliance for staff and external partners. Often, the documents and resources to which she dedicated her efforts were sensitive in nature and internal only, but examples of her public-facing work are shared here.
Christine won Opportunity Home’s 2019 Internal Customer Service Award, 2019 Team Customer Excellence Award, 2020 NAHRO Award for Opportunity Home's Pre-Eligibility Process, and the 2022 NAHRO Award for developing and implementing a Digital Client File system for 13,000+ files of families participating in Opportunity Home's affordable housing programs. She has over 15 years of customer service experience and expertise, and is a certified Specialist in the Housing Choice Voucher Program and Public Housing Program.
Prior to her work at Opportunity Home, Christine worked for several years in customer service, including five years at The Woodhouse Day Spa as an Assistant Manager. Christine was also the Editor for Ireland and Associates, LLC. where she worked closely with on-staff writers and company owner, Jill Ireland, to format and edit four winning proposals on behalf of Centene Insurance in their bid for state-awarded health insurance contracts.

Digital Client Files: Award Submission, Staff Training Slides
Christine led the digitization and organization efforts of more than 13,000 physical client files, and the development and implementation of the database that manages the digital files, a project totaling over $500,000. When staff transitioned to remote work during the pandemic amidst uncertainty and limited resources, they were unable to access physical files at the office. Christine collaborated with Opportunity Home’s leadership, operations staff and the IT Department to create a digital solution using existing systems and the resource materials and training, which enabled staff to continue serving families remotely. This innovative solution led to the adoption of a new system, Laserfiche, for file management in 2024, which is being implemented in other departments. For this project, Christine earned an Award of Merit in 2022 presented by the National Association of Housing and Redevelopment Officials.
Christine reviewed Opportunity Home's program policies on an annual basis, made updates, crafted new policy, presented updates to the public and the agency's Board of Commissioners for feedback, and submitted the new policy plans to the U.S. Department of Housing and Urban Development (HUD).

Christine worked closely with the only other Policy Analyst on staff to quickly develop policies to guide Opportunity Home staff during the COVID-19 pandemic, which were added to the program plans as an addendum for easy updates and eventual removal.
